  2. Identify key stakeholders (leadership, management, workforce, external)
  3. Identification of focus areas and priorities
  4. Develop the plan in consultation with key stakeholders
  5. Provide a progressive implementation structure
  6. Assist with the implementation of the plan (if requested and in scope)
